The video for "Steam" was directed by Stephen R. Johnson, who also directed the videos for Gabriel's earlier hits "Sledgehammer" and "Big Time." The director said he wanted to cram the video with as many "things" as possible. The video features digital imagery and numerous instances of sexual symbolism.

Peter Gabriel had to stay under a sheet of glass for 16 hours while filming the video while animators moved objects above him, one frame at a time.

The video helps reinforce the song's themes of creating meaning during a life in which the set destination is death. The scene of Byrne on his throne at about 3 minutes in is spectacular chaos.
